The City no longer administers the Owner-occupied Rehabilitation Program and the Minor Repair Program. The City provides funding to the Neighborhood Housing Services to administer the Owner-occupied Rehabilitation Program.  This program offer homeowners assistance in the form of a forgivable loan and/or deferred loan to eligible residents who live in one of the program’s target areas.  Merced Housing Texas administers the Minor Repair Program and address repairs in eligible resident’s homes through a one-time grant. Housing unit must be owner-occupied for these programs.
Yes, the Homeownership Incentive Program (HIP) assists eligible persons who are buying a new or existing home within the city limits of San Antonio with up to $12,000 for dawn payment and closing costs. Buyers must have stable employment, good credit and able to afford a mortgage payment.
Yes, classes are conducted on a monthly basis for $40.00 per household and open to the general public. Staff works with families in resolving credit and budget issues so that they may be able to qualify for a mortgage at a later date. Credit counseling is one of the services we provide through our classes. This class is an educational tool to help citizens on the path to home ownership.
The City of San Antonio’s Green and Healthy Homes (SAGHH), formerly known as the Lead Based Paint Hazard Control Program (LBPHCP), provides assistance to owners and landlords of residential properties (up to a four-plex) in creating healthy, safe, energy-efficient and sustainable homes for families and children. The SAGHH is working to prevent and correct housing-related health and safety hazards, such as addressing lead-based paint, mold, household asthma triggers and fire hazards.
  • House must be built prior to 1978; AND
  • House must be located within Bexar County; AND
  • A child age 5 and under must reside in the home or spend at least 6 hours per week in the home; AND
  • Children under the age of six should be tested for lead; AND
  • Have a clear title to property; AND
  • Must be current with property taxes; AND
  • Household must meet HUD established Income Guidelines for families earning 80% or below of Area Median Income.

S.T.A.R. (Students Together Achieving Revitalization) is a partnership between the Office of Historic Preservation, the UTSA College of Architecture, San Antonio College, the Historic Preservation Association (HPA), and local contractors to provide minor exterior home repairs and maintenance to homeowners within local historic districts.  Graduate and undergraduate architecture students assist property owners with repairs to windows and screens, siding, and porches, as well as provide general yard maintenance and exterior painting. This is a free service provided to eligible property owners. 

 


No, the use of your property is regulated by the City’s zoning ordinance. Whatever uses are permitted by the zoning for the property are not affected by district or landmark designation. Designation is concerned with aesthetics, not the uses of the property.
No, historic designation will not require retrofitting. If a property owner elects to make an addition or a major exterior improvement to his/her property after designation the addition will need architectural review and approval by the Historic and Design Review Commission (HDRC).  Many minor exterior changes can be administratively approved by the Office of Historic Preservation (OHP) and do not require review by the HDRC.
No, the HDRC and OHP only review exterior modifications. This includes alterations to the property such as landscaping, driveways, retaining walls, fencing and walkways.  The entire property is designated, not just the buildings.  However, many minor changes can be approved administratively by the OHP.
No, historic designation alone does not increase taxes. Property taxes are based upon the assessed valuation (property value) of the land plus the improvements on the land. Historic designation may add to the desirability of a neighborhood, resulting in increased real estate market activity, which could be reflected in higher assessed valuations by the Bexar County Appraisal District.  The Office of Historic Preservation offers tax incentives for properties within historic districts and designated properties that undergo a substantial rehabilitation.
