Owner-Occupied Rehabilitation  

This program provides assistance to income-eligible homeowners to bring their house into compliance with local codes and provide safe housing. The program is designed to preserve affordable owner-occupied housing, reduce ongoing maintenance costs and promote energy efficiency.

Federal funding for these activities is provided by the U.S. Department of Housing and Urban Development (HUD). The City of San Antonio partners with local contractors to perform repairs to homes of eligible homeowners.

If found eligible, property owners receive funding in the form of a deferred forgivable loan for a period of 10 to 20 years, depending on the amount invested.

Program Eligibility

Clients assisted by the Owner-Occupied Rehabilitation programs must meet the following criteria:

  • U.S. Citizen
  • Meet HUD income guidelines
  • No judgments or bankruptcies
  • Verification of income, utility bills and assets will be required to determine program eligibility (including assets such as checking and savings accounts)
  • Prior program participants are not eligible
  • Property must be located within the city limits
  • Property must be a single-family home
  • The property must be owner-occupied
  • The property must have a clear title: no liens or judgments
  • Property must have a homestead exemption
  • Property must be owned for at least 6 months

  • Energy Efficiency
  • Siding
  • Accessibility Improvements
  • Lead Hazard Reductions

Loan Terms

Less than $5,000     5 years    Grant
$5,001 to $50,000    10 years    Deferred Forgivable Loan
$50,001 or more    15 years    Deferred Forgivable Loan
Reconstruction    20 years    Deferred Forgivable Loan
